No. Every fee is shown before you pay: the plan price, any one-time setup fee, and a domain if you register one. Renewals are at the price you signed up at.
Shared hosting, managed WordPress, business email and reseller plans have no setup fee. Managed VPS has a $7 one-time setup fee and dedicated servers have a setup fee, both shown on the product page and at checkout. Where a payment method carries a processing fee, it appears as its own line on the invoice before you pay.
